Jo Ellingham is a senior chartered town planner working as part of the award winning planning consultancy team embedded within HTA Design LLP. Working as part of the planning she has supported the practice with her colleagues to secure planning consent on a number of council led infill schemes in London, as well as working with external architects advising on the planning strategy and approach to secure planning approval of estate densification and high-density residential led schemes. With interest in mixed use proposals, Jo also advises affordable workspace providers to secure planning consent for temporary and permanent spaces in London. She was also shortlisted for the RTPI Young Planner of the Year 2017 and has recently been appointed onto the Right to Building Task Force to provide strategic planning advice on affordable custom and self-build housing projects across the UK.

Prior to joining HTA, Jo worked as a planning officer at Broadland Council in Norfolk where she was involved in the plan-making process. In this role she performed Sustainability Appraisals to inform the production of the Council's Preferred Option Site Allocation Document, assessing the suitability of sites to be allocated for housing or employment use. She also coordinated the production of the Council's Annual Monitoring Report (AMR) and worked collaboratively with adjacent local authorities to produce a joint AMR for the Joint Core Strategy, preparing reports for Council committees and cabinet members. 

Significant projects Jo has worked on include since joining HTA Design LLP;

• Sheerwater Regeneration, Woking Borough Council, Surrey: Advised on the planning strategy securing hybrid planning permission for a residential-led mixed use masterplan for up to 1,000 homes designed by HTA as part of joint venture between Pinnacle regeneration Group and Mansell Construction as New Vison Homes for Woking Borough Council

• Louise House, London Borough of Lewisham: Secured change of use and listed building consent as one of HTA’s Research and Innovation Projects to deliver an arts facility to provide affordable workspace and external public realm improvements in a Conservation Area in Lewisham on behalf of V22

• Banbury Park, London Borough of Walthamstow: Securing planning consent to amend the scheme and discharge planning conditions to enable the implementation of a housing led mixed use regeneration providing 351 new homes on a former industrial site on behalf of Higgins Construction for Circle Housing Association (Now Latimer)

• Custom Build Plots Reserved Matters Pack, Heartlands, Cornwall Council: Advise and compile a reserved matters pack template for Carillion Igloo to enable the delivery 54 custom build plots within the outline planning consent for Heartlands – a project forming part of the Homes and Communities Agency’s regeneration programme for Pool’s industrial mining legacy

• Infill Housing, London Borough of Enfield: Supported senior colleagues within HTA to secure consent for 94 new homes across a seven challenging sites on behalf of Enfield Council’s Regeneration Team

• Lambeth Housing Zone, London Borough of Lambeth: Assisted the Neighbourhood Regeneration team at the London Borough of Lambeth Council with preparing their Housing Zone bid to the GLA to deliver over 1,500 new homes by 2018

• 26-storey residential tower, London Borough of Croydon: Advised and secured planning consent under delegated approval on behalf of Notting Hill Housing for a high density residential scheme to replace an office building

• Silvertown Studios, London Borough of Newham: Advising V22 Silvertown Studios on the Planning Strategy to secure temporary planning consent for a non-residential employment led scheme to provide creative employment opportunities in the London Borough of Newham in advance of the implementation of the wider Silvertown mixed-use masterplan

• Residential scheme in the greenbelt, Woking: Advising and coordinating the planning submission for a residential led scheme and a gypsy and traveller site in the green belt

• Neighbourhood Plan, Essex: Supporting a Neighbourhood Plan group with producing planning policies for a strategic growth site for up to 100 new homes in Essex

• Infill development, London Borough of Enfield: Advising Enfield Council Regeneration and Development team on infill development and estate densification opportunities working with Peter Barber Architects

• Brownfield research: Compiling findings on the process in which brownfield sites are identified and assessed for development on behalf of CPRE
