
HTA Planning acts as planning consultant to Wates Living Space who are undertaking the New Homes for Luton Programme on approximately 20 potential development sites on land owned by Luton Borough Council. The Programme is seeking to develop over 450 homes in the town, and one of the key aims is to develop as high a percentage of affordable homes as is viable. The delivery of the proposed housing developments present a number of challenges in terms of unlocking and regenerating sites that would not normally be viable to develop due to their size and associated costs; however, when considered as part of an overall phase (which comprises of a number of development sites) cross subsidy from sites accommodating private sale housing generate surplus monies which subsidise the deficit generated by the sites that on a standalone basis would not be viable. This is a complex project, comprising the staged submission of a number of detailed and outline planning applications in 3 Phases. HTA Planning advises the design team and client on planning policy considerations and Section 106 heads of terms. We liaise closely with the Luton Borough Council planning department, and coordinate the planning submissions as well as the matters that remain to be resolved on the schemes submitted for planning approval and those in progress.
