Fast-tracked planning strategy delivers a green spine and future leisure plots at the centre of the Queen Elizabeth Olympic Park

HTA Planning led a strategic and time-critical planning submission to transform Mandeville Place and Belvedere Space into a new green and leisure corridor near West Ham Stadium. Working within a two-month planning window and ahead of the LLDC’s handover, the team secured consent for a phased scheme that enhances biodiversity, safety and inclusivity, while unlocking future development plots for leisure use.

HTA Planning was appointed to lead the planning strategy for Park Central – a dynamic new piece of public realm connecting Mandeville Place and Belvedere Space near West Ham Stadium. With the London Legacy Development Corporation (LLDC) due to transfer its planning functions at the end of 2024, the project had to move fast. We developed and delivered a planning strategy that prioritised early delivery of the green spine, while also preparing three new plots for future leisure uses.

The proposals reimagine a formerly underused site as a generous, active and inclusive spine for walking, cycling, socialising and events. A biodiversity-led approach introduced a 40% increase in green infrastructure, with enhanced planting, lighting, wayfinding, and dwell spaces that support a more welcoming and accessible experience. Existing assets like the Paralympic Orchard were retained and celebrated within the new design.

HTA’s planning approach used smart phasing to enable delivery of the first stage without the need for Biodiversity Net Gain (BNG) donor sites – unlocking progress despite time and funding constraints. This flexibility also supported contractor procurement and funding alignment.

Crucially, the proposals were shaped by meaningful consultation with a wide range of groups – particularly young people, women, and girls – helping ensure that the new space works for the broadest possible community. Planning consent was secured within a two-month window, demonstrating what can be achieved through clear strategy, collaboration and momentum.
