Senior Planner

Jan joined HTA’s planning team in 2020 as a Senior Planner. He brought with him diverse experience on a wide variety of projects in London and the South East, ranging from small residential infill projects to large scale town centre regeneration projects.

Jan started his career at a small Architecture and Planning practice and went on to work for several local authorities in the North West and in London, including Merton, Lambeth and Islington.

Prior to joining HTA he managed a team of planners at Croydon Council with a focus on suburban infill developments, and was lead officer for several large scale regeneration projects. He has worked with local authorities, consultants and stakeholders including local residents, the Greater London Authority, and Transport for London on planning issues.

Jan was the lead planning officer for projects including the redevelopment of the Angel Central retail centre, a new co-working space on Pentonville Road for The Office Group, several tall buildings in Croydon including the new residential-led Leon Quarter, and major residential infill developments across London. His experience includes public art, heritage, green belt development, affordable housing and viability; negotiating planning obligations, planning performance agreements and legal agreements; and presenting development proposals to planning committees. He also has extensive appeal experience, which includes acting as expert witness at public inquiry.

Jan has also enjoyed working with developers to develop creative solutions for modern employment uses, including co-working, makerspace, affordable workspace and hybrid workspaces which fall outside traditional use classes.

Jan is currently working on a master plan for a large residential development in Hampshire, design guidance for a new garden village in Essex, and policy guidance for residential communities in Bedfordshire. Jan is also contributing to HTA’s Superbia strategy on suburban infill development, working with several architects and clients on residential projects. He is particularly interested in optimising the efficient use of scarce land within cities which includes re-using existing buildings and retrofitting under-used places through residential infill developments, intensified employment land, and functional social infrastructure.
