Millbay is the redevelopment of a former industrial area of Plymouth centred on the inner and outer basins close to the city centre. An outline permission was granted in 2008 and allows for over 2,000,000 sqft of mixed use development and nearly 1,400 new homes. The regeneration is led by English Cities Fund (ECF) who are the Development Partner of the Homes and Communities Agency (HCA). One section of 134 homes with 19,000 ft of business space has been completed (marketed as Cargo), and a further 48 homes on the adjacent Plot G are underway.’

Following the significant viability challenges to regeneration created by the credit crunch, HTA were asked to provide architectural and landscape services for the first of the waterfront phases to come forward. The site features a challenging 2-3 storey level change along its eastern boundary, adjacent to West Hoe Road, and will create a template for the future developments along this waterfront section of the Masterplan which fronts the outer basin. The proposals create new pedestrian access from the city centre to the waterfront which will open up access to the significantly upgraded quayside landscape. Our proposals are made up of 102 homes combined with a small commercial space of around 1000 ft,' on a quayside brownfield site of circa 0.8 Ha. The residential element is a mixture of houses and flats with 15 houses, 21 maisonettes and 66 nos. 1 and 2 bedroom flats.

HTA Landscape have also been engaged to provide landscape architectural services for the wider Masterplan. In particular, this involves taking the principles of the revised waterfront landscape and extending it across the rest of the Masterplan area.

The regeneration of Millbay Harbour, adjacent to West Hoe Road, consisting of the development of 102 residential units on a quayside waterfront brownfield site of circa 0.8 Ha, comprising of 23 1-Bed Flats, 43 2-Bed Flats, 13 2-Bed Maisonettes, 8 3-Bed Maisonettes, 9 3-Bed Townhouses, 6 4-Bed Townhouses and 77 sqm of commercial floorspace, arranged in 9 Blocks of 3, 4 and 6 stories, to achieve CfSH Level 3. The regeneration has 85 parking spaces located in on-street, undercroft or integral locations, and the landscape for Plot A1 includesa quayside promenade, streets, mews, and new two-storey stepped public access to West Hoe Road.

The project meets the Code for Sustainable Homes Level 3 and will be constructed using a variety of construction techniques appropriate to the dwellings. Masonry construction will be used for the maisonettes along West Hoe Road, timber frame for the houses and concrete frame for the apartment buildings.
