HTA Planning supported Enfield Council in transforming a disused and underperforming estate into a vibrant new neighbourhood. The scheme delivers 134 new homes, refurbished council blocks, and a reimagined public realm, all within a complex context next to the North Circular Road. Planning strategy focused on density, brownfield optimisation, and environmental quality, with consent achieved just 10 months from concept.

HTA Planning was appointed by Enfield Council’s Housing & Regeneration team to support the delivery of a transformative housing-led regeneration at Upton and Raynham. The brief included both new build and refurbishment, creating a more liveable environment for existing and future residents on a historically challenging estate.

Working closely with the council and wider design team, we led negotiations with the local planning authority to establish the principle of demolishing derelict council and sheltered housing. This enabled the introduction of new buildings at a significantly higher density – a critical step in making efficient use of brownfield land and securing investment in a landscape-led public realm. The planning approach focused on opening up access to outdoor space, improving passive surveillance, and addressing persistent issues around anti-social behaviour.

Given the site’s immediate proximity to the North Circular Road, careful attention was given to environmental constraints including noise and air pollution. We worked proactively with officers to secure policy flexibility, enabling high-quality homes that balanced liveability with technical requirements.

HTA’s planning team delivered a clear and pragmatic strategy that aligned with council objectives, policy frameworks, and real-world constraints. Through early and open collaboration, we de-risked the planning process and helped achieve a full consent for 134 new homes, commercial space, and community facilities – all within a 10-month programme.
